The Social Housing Decarbonisation Fund (SHDF) is funding from the Department for Energy Security and Net Zero to upgrade social housing properties across the UK that are currently below Energy Performance Certificate (EPC) Band C rating.
The funding is for new “fabric first” measures such as roof and external wall insulation that will lower energy bills and keep homes in the region warmer in winter and cooler in summer. Measures such as heat pumps and other energy upgrades could be an option for homes that are already well insulated.
SHDF Wave 2 delivery
Following a successful bid, the Hub received funding of £28.4m and £9.3m from SHDF Wave 2 to support the delivery of over £82m worth of home upgrades for low-income households.

The bid was made on behalf of two consortia of social landlords and councils from the wider South West region. The Hub is working together with the consortia to deliver the programme of work until Autumn 2025. Find out more.
SHDF Wave 1
Delivery of SHDF Wave 1 was completed in 2023.
The Hub worked in collaboration with seven regional partners including local authorities and social landlords to deliver £8m of SHDF Wave 1 funding across the South West, share best practice and develop quality retrofit for homes in the region.
The aim was to retrofit and upgrade over 200 homes moving them closer to EPC Band C rating.
The funding also supported around 9,000 jobs in the UK’s green energy sector and delivered carbon emissions savings equivalent to taking up to 6,000 cars off the road in any given year.
